I have no idea how realistically or difficult this might be ~

What about having just prebuilt school and only characters controlled by players. I guess what I'm saying is no simulation part. Players can connect from the internet and have like a place to chat and rp in the game setting. You don't need to have the whole NPC and AI stuff running.

You more or less described what the coming sandbox mode is, minus the net multiplayer part. It is something we are considering.
