Once the bugs and kinks are worked out, this is what should be happen during the arrival period:
-Students and staff will spawn at the school gate throughout the arrival period
-Most will go to their homerooms or offices to wait for homeroom
-Some will opt to do other activities before heading to homeroom, which currently are:
---Smoking
---"Hanging Out"
---Playing Sports
---Studying outside of the classroom
---Gambling
---Meeting up for a sexual liaison (very rare)
[What the NPCs choose to do will depends on their generated traits along with a bit of randomness.]
When characters do this you will see a placeholder graphic over them indicting they are doing something else.
The A.I. has some issues in that it would not attempt to do other activities and also freeze up at the door for many. It is mostly fixed in the upcoming #4 build, but we're still working on narrowing down where a major performance bottleneck seems to be after many students spawn before release.

The characters' clothing, skin colour and hair colour are changing. Previously approximately once every second or so, now approx once every 4-5 seconds.
From your description, I'm not sure if you're seeing the same as I am.
I've taken some screenshots from two re-runs and pasted them into one JPEG per re-run so it's easier to play "Spot the difference".

I've checked in version 5 (using the saved file copied from version 4) and characters are still clumping and colours changing.
Still, I can't use the puppet strings to control characters.
All above version 5 (using saved file from version 4 as I didn't have time to start from scrach), Windows 11 Home, 1980 x 1020, both 100% and 125% scale

First:
1. Double check that your school policies allow whoever's role you are controlling to use cp.
2. Ensure the student you are trying to punish has actually done something wrong
If no dice, it may be a bug, which we'll check out.
In the interim you can try this:
1. Open up the console using the ~ or F10 keys
2. Type in the following command: "norules" (no quotes) and hit enter
3. Close the console again using the ~ or F10 keys
This command should disable both the authority figure requirement and the need for the student to have broken a rule to use CP.
