I can place a staircase tile on the ground floor but not on the next floor up.
It does not recognise that there is a tile on the ground floor when there is one and tells me "staircase construction must start on the ground floor".

Without the staircase above the ground floor in a multi-storey building, the school will not open because there are inaccessible rooms.

Good catch! In the interim, try placing a hallway above the ground floor staircase. In theory, the staircase should automatically expand upwards.
