With stairs present, allowed toilets or classroom to be built on top.

When removed, section of stairs missing.

But then after, wouldn't delete at all saying should select middle tile.

This should be fixed as v9. The game now does an additional check for sufficient space if what room to place had be pre-selected from the prior placement.
